There is a space of 40 Nations
Recently the world celebrated the first 50 years of human space flight. And now, after half a century, this date should be remembered, because in space, traveled more than five hundred people from many countries, including from Ukraine.
Fidel Pavlenko said Oleg Fedorov, Director of the space research Institute of NAS of Ukraine, whether to continue to consider, on 12 April an outstanding day in the history of mankind?
Space activity is not profitable. It is of course. But we understand that there is a space of 40 Nations with a space program, and even in the crisis public investment has not decreased, as far as I know. This suggests that many countries consider that such activity for us today it’s not profitable, but, as the Americans say – investing in the future.
It seems to me that every civilized man, who forgets the beginning of its activities or the activities of its predecessors, not like this. So one who is engaged in space activities, even for him this is not only a celebration, an occasion to reflect every time on what you do today, what path was and what is waiting for you. Therefore very important for us because this date is once again to think over the strategy. We razrabatyvanie program to distant future, so for us it’s a holiday and sort of occasion. And we’re talking about. For example, tomorrow I speak at the University and that is what I want to tell, and yet, – what we think and what our plans are.
Bi-bi-si: looking back, in fact, Ukraine or the Ukrainian land has given the world from the Kibalchich to Korolev and a number of astronauts before, during Soviet times, not to mention thousands and thousands of people who work and have worked in huge companies, in the design space office. That is, the cosmic story associated with Ukraine, very, very deep and colorful in fact.
Oleg Fedorov: Certainly is. And we sense it now. At the same time worried about how not to lose what we had. And the trend is not very optimistic, unfortunately.
Bi-bi-si: I know that this year in the budget for space research allocated about 60 million hryvnia. It is a paltry sum, and a significant part will be spent on reimbursement of arrears for the previous years. In fact, new research country money almost does not emit. It’s a bad thing.
Oleg Fedorov: It’s not bad, it’s just not even stagnation, and this is a prerequisite for the coagulation of space activities. But I think we will be able to rectify the situation. I think what the will of the managers and space Agency and space science.
Bi-bi-si: actually, you know, when I talked to the representatives and space science, and with the astronauts Ukrainian Leonid Kadeniuk, in particular, he said that people don’t fully understand at all the importance of space research and space program. Some believe that huge amounts of money, say, for a human flight into space, is not always justified, but in reality it’s a huge achievement and for the economy, and the economy. And satellite observations, and study of potential mineral Deposit that can be made from space. That is, potential profits from the exploration of space, perhaps, exceed the costs.
Of course, the biggest part of our space industry focused on Russia, and what we have now, that there’s space activities, thanks to Russian orders. It is necessary to speak frankly, whatever other thoughts. But at the same time we must cooperate and collaborate with colleagues not only from Brazil and from Europe.
Oleg Fedorov: You know, it is necessary to speak the truth about our relation to the future of space research. Sometimes people who are related to space activities, doing calculations, how many receive state or specific company. You have to understand that space activity is not profitable. It is of course. That is, until today it does not give a direct impact. But we understand that there is a space of 40 Nations with a space program, and even in the crisis public investment has not decreased, as far as I know. And even the total investment in space activities has not decreased. This suggests that very different countries consider that such activity for us is not profitable, but, as the Americans say, investing in the future. I.e. ensuring the development of, say, the European space Agency. Or, say, European space policy, where the document proclaims that the survival in the modern world and scientific-technical development of space activities impossible. This is the key to survival is simple. Therefore, such economic sense, but it’s not direct income today. It must be understood.
Bi-bi-si: You know, Ukraine is traditionally, historically if you take to cooperate more in space programs with Russia within the former Soviet Union. Then there were already programs international. For example, as “Sea launch”, and the United States, and the same Russia, and Norway, – now cooperation with Brazil happens quite fruitful, at least if you look at the plans and agreements signed with Brazil. In your opinion, should I do what are the priorities, focusing on any one state. Say, Russia, which is closer to Ukraine, there is joint development and joint scientific-technical possibilities and potential. You should expand the horizons of cooperation?
Oleg Fedorov: I will not be original in your answer. Because there need to be a pragmatist and pursue its own interests. This is a very hard way. We have just started to understand each other and in the field of commercial cooperation. You name the project. Another design Bureau “southern” makes the engine for the European rocket “VEGA”. And so on. Here, of course, is not a geographical principle, and pragmatic. We must proceed from the need to implement their own projects, and for someone it is more profitable and more fruitful cooperation. This is an obvious thing, but we need to find solutions to specific problems of the Ukrainian it is, indeed, in collaboration with different countries that we are trying to do.
